Grants & Funds: IEFP traineeships, applications until 7 December and the obligations that follow

What has opened, and until when

Portugal’s public employment service, IEFP, has opened the second application window for its Estágios INICIAR and Estágios +Talento traineeship schemes. Applications run from 09:00 on 12 October 2026 to 18:00 on 7 December 2026, or until the budget allocation is exhausted, whichever comes first. Applications are filed electronically on the iefponline portal, and a decision follows within 30 working days.

The budget clause is not decorative. It means the window may close before 7 December, without notice and without appeal.

What it is worth, under Estágios +Talento

The traineeship lasts 6 months and cannot be extended. The monthly grant paid to the trainee is € 1,181.69 at level 6 of the National Qualifications Framework, € 1,289.11 at level 7 and € 1,396.54 at level 8, indexed to the 2026 IAS reference value of € 537.13.

IEFP funds 65% of the grant. That rises to 80% in four situations, an occupation where one gender is under-represented, a traineeship in an inland territory, a traineeship for a person with a disability, and the conclusion of a full-time open-ended employment contract with the trainee within 20 working days of the end of the traineeship. Meals are also funded, by reference to € 6.15 per day, as is workplace accident insurance, at € 17.70.

There is no obligation to hire at the end. Hiring is an incentive, not a burden.

Who can be a trainee

Unemployed young people registered with IEFP, or emigrants who have been tax resident abroad for at least 12 months, aged 35 or under and holding a qualification at level 6 or above. Employees registered with IEFP whose contract is suspended for non-payment of wages are treated as unemployed.

Anyone who has already completed a State-funded traineeship may only take another if, after the earlier one began, they obtained a higher qualification or a qualification in a different field of education, and the new traineeship may only begin 12 months after the previous one ended.

Who can be a host entity, including those who assume they cannot

Private individuals and private legal persons are eligible, whether or not they operate for profit. A sole practitioner is an eligible entity.

And, a point that is easily missed, companies undergoing a special revitalisation procedure under the Portuguese insolvency code, and companies in out-of-court recovery procedures, are eligible on proof of that situation. A business in difficulty that assumes it is excluded from public support is, for this measure, inside it.

Each entity may host a maximum of 20 trainees per calendar year, counting those approved and those already running under other files in the same year.

The 24-month rule, which disqualifies more applications than expected

The host entity may not put forward as a trainee anyone who, in the 24 months before the application and up to selection, had an employment, service-provision or traineeship relationship with it. Curricular traineeships and traineeships that are mandatory for admission to a regulated profession fall outside this exclusion.

This is where most applications fail. A business seeking to regularise someone already working there, even briefly and on an invoice basis, cannot do so by this route. And an entity relying on the regulated-profession exception must invoke it in the application itself, not afterwards.

After approval, insurance and dates

All documents in the file must take effect on the same date. Workplace accident insurance taken out with effect from the day after the traineeship began will not be accepted, and the certificate is returned. It is a one-day mismatch, and it is enough to hold the file up until corrected.

The poster, an obligation rather than a courtesy

The entity must obtain the scheme’s publicity poster from its personal area on the iefponline portal, print it and display it at the address where the traineeship takes place, somewhere visible to all, or alternatively publish it on its website or social media.

Evidence of compliance is required when the accounts are closed. Failure to comply with the information and publicity rules allows the approved funding to be reduced. It is worth keeping a dated photographic record of the display, or proof of online publication, from day one.

The file and the attendance records

The technical and accounting file must be set up, kept current and permanently available for inspection, on paper or digitally. Attendance is reported through the record sheet provided in the management area of the iefponline portal, and those sheets must be signed by the trainee and filed in the technical file. They are not routinely sent to IEFP, but they are requested in at least half of all files.

Once a sheet is linked to a payment it can no longer be amended. Checking happens before the payment request, never after.

What happens if it goes wrong

A serious deficiency in the technical and accounting file, failure to submit documents on time, and sums owed to the trainee all trigger suspension of payments, with 20 working days to put matters right. If the situation persists, funding is reduced or support is terminated, with full or partial repayment of sums received. Full repayment also bars the entity from support of the same nature for 12 months.

Monitoring visits may take place without prior notice.

In short

The scheme is generous and the window is short. The difficulty does not lie in securing approval, it lies in keeping the file in order over the following six months, because that is where it is decided whether the support is kept or repaid.
