Temporary protection: extended to March 2027, and the warning almost nobody read — Briefing, 6 August 2026

In short: temporary protection for people displaced from Ukraine has been extended until 4 March 2027. In Portugal, permits were extended by Council of Ministers Resolution no. 53-A/2026 of 12 March. Everything that matters is kept: legal residence, work, healthcare and education. But there is a European warning that went largely unnoticed — and it should guide the months ahead.

What is in force

Temporary protection rests on Directive 2001/55/EC, activated in March 2022 for the first time in the Union’s history. The EU Council extended the regime until 4 March 2027 and, domestically, Council of Ministers Resolution no. 53-A/2026 extended the validity of Portuguese permits to that same date. In practice: holders keep their status with no immediate renewal needed — what they should do is keep their details up to date with AIMA and follow official communications.

The warning almost nobody read

In 2025, the EU Council adopted a recommendation on the gradual exit from the regime: Member States should help those covered transition to other residence statuses — work, study, family reasons — before the regime ends. Plain translation: temporary protection has an expiry date, and Europe is already preparing the day after. Whoever waits for the end to decide, decides late.

What to do with the time left

Anyone planning to build a life in Portugal should not wait for March 2027. It is worth, right now: checking whether you meet the requirements for an ordinary residence permit (work, study, family reunification); understanding how the residence time already completed counts towards more stable statuses; and organising the evidence — contracts, social security records, address. A change of status is assessed case by case, and that is precisely where a calendar mistake becomes expensive.
